BY-LAWS

John P. Holland Division

Ancient Order of Hibernians in America, Inc.

PREAMBLE: These by-laws are adopted according to Article XXI of the Constitution of the Order.

ARTICLE I. NAME. The name of the division shall be the John P. Holland Division of the Ancient Order of Hibernians in America, Inc.

ARTICLE II. QUORUM. A quorum sha1l consist of eight members or 15% of the total membership, whichever is less, and two officers.

ARTICLE III. PROCEDURE. (A) Except where the Constitution or these by-laws otherwise provide, all meetings shall be conducted in accordance with Robert's Rules of Order as published by Harcourt, Brace and Jovanovich, September, 1977. (B) The order of business for each meeting shall be as prescribed in the Manual.

ARTICLE IV. MEETINGS. There shall be a meeting each month on the third Tuesday thereof. In the event that the third Tuesday falls on a holiday, said monthly meeting shall be at the discretion of the present officers and notice shall be given.

ARTICLE V. OFFICERS. The officers and their duties shall conform to the designation and duties as prescribed in Article X of the Constitution. However, the President shall be ineligible to succeed himself after having served a term to extend for two years.

ARTICLE VI. ELECTIONS AND NOMINATION. Pursuant to Article VII,  Sec. 10 of the Constitution, the President shall, at the October meeting, name a nomination committee which shall present a slate of officers at the November meeting, at which meeting the annual election of officers shall take place. Nominations from the floor will be in order at said November meeting, both from the nominating committee or any individual member. In the event of an individual nomination in opposition to a nominee of said committee, the ballot shall be secret.

ARTICLE VII. VOTE. The vote shall be in accordance with Article VI of Robert's Rules (see Article ill above) and the procedural discrepancy in the vote shall cause that vote to be null and void.

ARTICLE VIII. COMMITTEES. There shall be standing committees on finance, employment, entertainment, Irish history, gravesite committee, sick, press, Catholic Action, and a Standing Committee of Four as prescribed by Article V. Sec. 8 of the Constitution with the duties enumerated therein; however, the President may consolidate these committees and may appoint additional standing and/or special committees at his discretion.

Additional Committee Guidelines

Gravesite Committee:

Guidelines for the gravesite committee are described in Attachment A.

Irish History Committee:

It shall be the duty of the historical committee to maintain the records of members buried at the AOH gravesite in St. Mary's cemetery as described in Attachment A to our By-laws. Four members of the Division shall be appointed by the President on an annual basis. In addition, the Historical Committee shall be responsible for maintaining for records for the annual gravesite and communion breakfast observances

Sick Committee

It shall be the responsibility of the sick committee to arrange for AOH participation at funerals for deceased members, as well as sending out cards to sick members or families of deceased members.

ARTICLE IX. RETIRED AND LIFE MEMBERS.

Retired Members shall be considered for this category subject to the following provisions:

  1. A committee shall review all recommendations for such membership and act on such recommendations and report to the membership who shall vote on the nomination.
  2. The committee shall consider the retired member's contributions to the Division, including the offices and committee chairmanships he has held, as well as his overall support of Division activities.

Division Life membership may be conferred by the majority vote of members within the following Considerations:

  1. At least 65 Years of Age and members in good standing for 10 years,

or

  1. Sick and incapacitated,

or

  1. Experiencing financial need. 

Also State and National dues for these for retired or life members shall be paid for by the Division. These members shall also be carried on the divisions’ membership roster and receive all pertinent mailings and the National Hibernian Digest. 

ARTICLE X. DUES. The dues shall be twenty eight dollars ($28.00) per year beginning on January 1st of each year. Any joining after June 15th of any year shall pay fourteen dollars ($14.00) for that year. A member shall be dropped from the rolls after the second anniversary of the nonpayment of dues.

ARTICLE XI. INITIATION FEE. An initiation fee of five dollars ($5.00) and one year’s dues shall accompany all new applications for membership.

ATTACHMENT A-- GRAVESITE COMMITTEE GUIDELINES

BACKGROUND - The Division has burial rights to 25 plots at the Hibernian gravesite,

lot #5, section 136, at St. Mary's Cemetery, New London, CT. These plots have been allocated by lot to current Division members, who wish to be interred there. Ground rules have been developed for the utilization of these plots as follows:

  1. Burial rights are permanent for those assigned and their spouse as long as they remain paid up members of the Division, unless such rights are voluntarily relinquished in writing.
  2. The number of people that can be buried in each numbered gravesite is one.
  3. Flush (flat on the ground) markers only may be used.
  4. All cemetery rules must be followed.
  5. St. Mary's Cemetery has been provided with a list of current persons assigned so that individuals or their families who have been assigned a plot can deal directly with the cemetery in the event of a death of the member or a spouse.

PROCEDURE -

  1. New members of the Division will be notified of these provisions on being accepted as Division members.
  2. Members wishing to be placed on a waiting list for a plot if one or more should become available will so advise the Division.
  3. These provisions shall be publicized in the Division newsletter.

GRAVESITE COMMITTEE –

Annually, in January, the gravesite committee shall:

  1. Review the list of assignments and revise it, if necessary.
  2. Provide to St. Mary's Cemetery any changes in the listing. This shall be done each year Oil receipt of a list of paid up current members from the Financial Secretary.
  3. Provide the Recording Secretary with an up-to-date listing of members assigned to the gravesite.
